A computer generated voice says, "Now at Operations."

Valeris is at the ops station, doing ops things.

Davis steps off the turbolift, PADD in hand. She usually has a better poker face than this, typically wearing a polite smile and doing her best to be courteous. Officer training and all that, even if she is neither particularly senior or a line officer. Today, though, she's not quite managing that. She looks like she's in an awful hurry, and her expression is one of distinct worry, or maybe even a step past that. She heads past the various ops stations without greeting anyone, going straight for T'Shaav's door.

You knock with 'Captain, I apologize for showing up unannounced. This is a matter of some urgency, though.'.

Knock from Commander's Office: COme in.

Valeris waves you in.

The door leading to Commander's Office swooshes open.

T'Shaav is finishing a call with a ranting Bajoran. "Thank you," she says. "I will take it under advisement. T'Shaav out." She turns to the door, outwardly unruffled.

Davis enters just in time to hear the last few words of that, standing quietly in front of T'Shaav's desk until the conversation is finished. Once that's done, she speaks. "I imagine you're extremely busy right now, ma'am, so I'll try to be to the point. I have two reports to make." She's not the best person at hiding her feelings, but she usually is about as buttoned down as is expected of a Starfleet officer. Right now, though, she looks quite ruffled, even if she seems to be trying to hide it.

"Sit down, Lieutenant," T'Shaav says as gently as she ever does, which comes out as a grave form of courtesy. "What may I do for you?"

Davis sits down, letting out an audible breath, collecting herself a bit more. "I'll cover the first matter briefly. You might have already been appraised of the situation, but I thought I should give you a brief explanation of what happened to prompt the situation on Level 9, since I was directly involved. My meeting with Doctor Tikar initially involved myself, Captain Anewan, and Doctor Tikar. We were eventually joined by Major Toran. The three of us asked him a number of relevant technical and legal questions, and I consider that part of the conversation very productive. Eventually, we were joined by Minister Yaru. I hadn't studied the diplomatic situation closely enough to recognize her by sight, so I deferred to the others there. She sternly requested she be allowed to enter Tikar's cell to speak with him, making no sign of her intentions beyond that, and Major Toran complied. I didn't want to risk causing any diplomatic issues by unintentionally saying something untoward, so at that point, I excused myself to let them speak. The rest is described in the reports. I do have my own transcribed notes and recording of that meeting, if you wish to see them." She talked in a bit of a long stream there, letting out another breath when she finished. "If you don't have any questions about that, I can now proceed to the primary reason I'm here."

"I would value seeing the recording, but presently I have no questions. I believe you conducted yourself appropriately," the Vulcan says. "Please continue."

"As you requested," Davis begins, still tripping over her words a bit, "I've been trying to get up to speed on the issues at play. I first collated and reviewed all the relevant station reports and news articles. At that point, I needed questions directly answered, which lead to my discussion with Tikar. My view of both the man and this issue still isn't completely clear, as I'm still investigating, and I wasn't able to ask him all of the questions I needed to." She pauses there. "You may not be aware, but Doctor Tikar has an excellent academic reputation, and he was somebody I respected even before this incident. We had read each other's work and swam in the same academic circles, so to speak. Admittedly, that biases my view to some extent, but I've tried to keep a neutral eye. In my personal judgment, the man is both generally reasonable and largely earnest in what he has shared with us thusfar. I also don't think his plan is without merit, though I would have executed it very differently myself. I will need to confirm all of this myself, but based on my initial impressions of what he told us, his program has real longterm viability if the risks are managed correctly. I mention all of this because it speaks to his credibility." Her tone gets more grave here. "The problem is those risks. In station reports 116, 117, and 119, a 'maintenance code' is mentioned. More accurately, this is a program needed to counteract a recurring failsafe self-destruct routine. A regular required check-in with updated instructions, if you will. It was this program he was working on properly completing when he was apprehended. The reports didn't detail this, but I believe seeing to this issue is actually a matter of extreme urgency. Based on what he told us, and I find it scientifically plausible myself, the program may cause irreversible damage if not maintained correctly. And I believe we're already behind schedule on getting this done."

"Lieutenant, I hear your concern. Legally, the doctor is aledged to have stolen that technology, or some portion of it, from Vulcan. Now, I have already given Lieutenant Ko authorization--this was before your arrival--to work with him on tis maintenance code, and Major Toran is keyed in on that as well. So that is in process, but your report tells me it is not yet done. Also, Captain Anewan, our sector diplomatic liaison officer, is currently trying to get the Bajoran government to reach out to Vulcan for technological aid. Vulcan is willing to provide it, but they are not going to come here uninvited. Plus, speaking candidly, Lieutenant? Some on Bajor are playing political theater games with these events to their own benefit. Now, I have previously authorized work on the maintenance code. So you can join in on that matter and see it through."

Davis looks down at the desk for a few moments. "To be completely clear, I would say we have days left, at the very most, at which point we're dealing with an environmental disaster which may be impossible to remediate. It may be we only have hours. It's very possible that we're simply too late. If that is the case, I fear this will become a permanent diplomatic rift between the Bajorans and the rest of the Federation, and I think that wound would neither be small or heal easily. Rather, I think it would easily fester, especially in conjunction with local political opportunism." She looks up. "That said, indulging in alarmism or focusing on potential bad outcomes is not useful." She lays her PADD on the table and pushes it toward T'Shaav. "This is my proposal, in brief. I believe it fits the conditions you set in your earlier report discussing this. I would like to be given lead on this, and I'd like discretion to pull in certain resources beyond the science department as needed. Particularly, I'd like a small contingent of security crew I can move as needed to meet the security conditions you've set. I do plan to consult with Lieutenant Ko and make some final preparations, at which point I will immediately put this plan into action."

T'Shaav takes a moment to ingest the whole plan. "Go, Lieutenant."

The plan Davis has submitted is more of an outline, but she seems to hit at least most of the necessary points. Science Lab 3 will be coverted to a secure working space for Doctor Tikar. This will give him proper room and facilities to work, while being close enough to the security office to make prisoner transfer quick and simple. The following are the security precautions listed. All portable non-essential equipment will be removed and temporarily transfered to Science Lab 2. One Starfleet and one Bajoran security officer each will be stationed inside the lab, and a second pair will be outside the door. Robust data-logging will be engaged for all computers. Computers will be limited to access to the local scientific database, any additional data Davis supplies, and whatever utilities are needed to write the program. No access will be given to external systems. Communication with systems on Bajor will only be done with approval. Doctor Tikar will be informed that he needs to agree with these stipulations, and Davis will personally oversee all work. She makes a caveat here that she may not entirely understand the work being done given her lack of experience, but she's the closest thing to a subject matter expert available.

"I'll need to confer with the BDF contingent, but I think they'll be fully cooperative if I explain things properly. Major Toran, at least, seems highly invested in the success of Doctor Tikar's work. We'll also have to figure out what to do about the protestors on Level 9 and Minister Yaru, but I have some ideas. In the worst case, I will simply use the transporter to move the Doctor," Davis adds verbally.
