Cristobal says, "Lieutenant Castillo." There is a note of formality to his tone, one not normally present. "Lieutenant Ramirez, here. We've had 24 hours to settle in. I wanted to present my views on the overall security situation, and discus options going forward. These are my views, limited to my security views, not the views of the party -- that's Prina's baliwick.
[Ramirez's Commbadge] Castillo inhales deeply, having entered the bridge from the turbolift. She instructs, "Lieutenant, please close out this channel and contact the ship directly." Her steps bring her up to the operations console, where she takes a seat.
Cristobal says, "Acknowledged, Lieutenant. Ramirez out."

[Ramirez's Commbadge] The sounds of the greater bridge can be heard coming through Ramirez's commbadge. "USS Phoenix." Castillo says plainly at her console, establishing the connection.
Cristobal says, "Lieutenant, though we have a comprehensive mission record I'll transmit shortly, I wanted to go over my initial impressions, from a security perspective. Though we have a little more work to do to establish a basis for a path forward, I believe my initital report will be illuminating."
[Ramirez's Commbadge] "We're ready to receive your assessment." Castillo responds to the viewscreen, reviewing information spread across her console. "It will be entered into the ship's log."
[Ramirez's Commbadge] There is a chime as Saucer Aft Turbolift stops at this level.
[Ramirez's Commbadge] Lieutenant (jg) Tilar arrives from Saucer Aft Turbolift.
[Ramirez's Commbadge] The door leading to Saucer Turbolift swooshes closed.
[Ramirez's Commbadge] The bridge looks as it typically does, with the regular names and faces manning all the stations. Castillo is seated at the operations station. She turns to look at the turbolift as Tilar enters. No words are stated, but she beckons for the doctor to approach her position.
Cristobal considers, the silence as expressive as words as he collects his thoughts. When he answers, his voice is smooth, considered, controlled. "Essentially, the local economic situation appears to be abject poverty,
despair, and freefall. The lack of sanitation I personally witnessed leads me to believe that as we push into the city proper, we will discover economic inequality, and the social and cultural chaos that follows in the wake of that sort of inequality."
There is a pause, and again there is a sense that he is collecting his thoughts, to better give a rational synopsis. "I believe, however, there is no overt security situation that precludes a larger party. It is my opinion that now that we have a base of operations, that we should bring in a specialist group to expand our mission. I have a plan, Lieutenant."
[Ramirez's Commbadge] Tilar steps off the turbolift, nodding to Castillo as the other woman waves at her. She crosses the bridge over to the operations station, listening as she hears the voice of the team planetside.
[Ramirez's Commbadge] "Please elaborate." Castillo says to the disembodied voice of Lieutenant Ramirez. She looks to Tilar after being approached, keeping her voice hushed, she speaks to her.
[Ramirez's Commbadge] Castillo murmurs lowly enough to avoid the general bridge pickup, "We have the away team on the surface. Are you needing to ask them any questions about their status?" to Tilar.
[Ramirez's Commbadge] Tilar murmurs lowly enough to avoid the general bridge pickup, "I would be curious to know if they've seen any signs of disease, especially with poor sanitation." to Castillo.
[Ramirez's Commbadge] Tilar leans over to listen to Castillo before turning her head to offer a few quiet words back to her.
Cristobal continues, again after as pause. His words aren't halting, but they are considered. "Relative safety can be achieved by bringing a small team of specialists in to the lodging we've secured. The seed was already planted with our host that we have friends coming."
"I propose that they pose as a party bringing high-value food items in for trade. Not a LOT of them. But enough that we have a reasonable cover story, which I will explain shortly. The rest of the team should include a communications and ops specialist, someone with a life sciences and anthropology background, someone with a decent engineering background, at a minimum."
[Ramirez's Commbadge] "Do you believe the local population is familiar with extra-terrestrial life or warp technology?" Castillo asks to the viewscreen, turning her attention back to Tilar after doing so. She continues to keep her voice hushed, whispering back at the other woman.
[Ramirez's Commbadge] Castillo murmurs lowly enough to avoid the general bridge pickup, "I'll give you a few moments to speak with him, and ask those questions...I'm also concerned about how the surgical modifications are holding up." to Tilar.
[Ramirez's Commbadge] Tilar listens to Castillo, nodding slowly to her before offering a quiet reply.
[Ramirez's Commbadge] Tilar murmurs lowly enough to avoid the general bridge pickup, "The surgical modifications should be holding up okay, provided no one has been punched in the face. Let me know when you're finished with your questions and I'll ask my follow-ups," to Castillo.
Cristobal continues, "Our host implied that they've seen...others. As it stands, I have seen no indications that they understand warp technology in this city. But we've only talked to one person in a city far from the landing pad, where the potential is much higher."
A pause. He's clearly not done by his tone, but letting that sink in. "I think collecting a differential data set -- genetic, anthropological, and technological -- with close range scans will prove useful. I propose that we bring the specialists down now, establish a baseline, and then barter for a team of oxen-analogue and a cart. We transport our 'food trade' by cart from here to the target location, and collect samples and talk to travelers along the way."
[Ramirez's Commbadge] Castillo pauses for a moment, looking to Tilar, then the blank viewscreen. "The size of the away team was chosen, less because of the potential security risk, but to limit the local population's risk of exposure to our technology." She takes a deep breath. "Although it's great to hear there isn't an immediate threat to transporting additional crew to the surface, the initial concern hasn't been alleviated."
[Ramirez's Commbadge] "At the moment, even though it may be anticipated, there isn't sufficient evidence to suggest the population is familiar with alien life or warp technology." Eyes to her console. "Any expansion, at this time, would increase the chance of exposure, and restrict our ability to contain any accidental leak."
[Ramirez's Commbadge] "Doctor Tilar is present on the bridge. Please standby, she has questions about the welfare of the away team."
Cristobal nods, unseen, but his tone clearly holds a hint of disagreement. "....I...we'll table that for the moment. I have more to say on the matter. Go ahead with your questions, Doctor Tilar."
[Ramirez's Commbadge] Tilar nods to Castillo as the questions get turned in her direction, and she looks over in the general direction of the blank viewscreen. "Lieutenant. I was wondering if you happened to notice any state of disease, given that you mentioned the poor sanitation. I also want to make sure that your modifications are holding up okay."
[Ramirez's Commbadge] Castillo remains silent as Tilar begins to question Ramirez.
Cristobal hrrms. His tone is thoughtful, but not certain. "I don't have a sufficient sample to answer the question yet, Doctor. We've seen clear signs of malnutrition and starvation in the few people we've seen. Lieutenant Alue expressed that she sensed extreme despair and possibly physical illness."
"Whether that is pathological or is the result of malnutrition would, in my view, require specialist medical knowledge and a medical tricorder, and samples from a cross-section of several local species."
He pauses. "Lieutenant Castillo, I'm afraid I disagree with your analysis of the risk versus the reward. It is my belief that if we minimize the equipment footprint to handheld units, and keep the team to 4 or 5 personnel, the risk barely increases, but our chances of completing the mission go up considerably. There is already contamination, on this planet. We're certain of that. We simply don't know the extent. Nor will we without specialist examination of the sites we've already identified."
"That is my professional opinion, sir."
[Ramirez's Commbadge] "What evidence of contamination have you observed?" Castillo asks with a look to Tilar, she keeps her voice low, whispering to the doctor.
[Ramirez's Commbadge] Castillo murmurs lowly enough to avoid the general bridge pickup, "Did you have any follow-up questions for him? He's went back to the other point," to Tilar.
[Ramirez's Commbadge] Tilar loosely folds her arms over her chest, looking thoughtful as she listens to the reply. Her lips purse briefly before she speaks again. "I would err on the side of disease present, but not necessarily an out break sort of situation. It can be difficult to keep illness contained when one lacks the basic necessities. Let me know if either of you start to feel unwell." A sideways look is given to Castillo and she gives a small shrug, shaking her head before offering a whispered response.
[Ramirez's Commbadge] Tilar murmurs lowly enough to avoid the general bridge pickup, "There's not enough data for me to be immediately concerned, but they seem medically safe for the moment. I am more concerned about bringing high-quality food into a populace that's starving; that has the potential to draw more attention and aggression if they're lacking. I'm not sure if either member of the away team has anthropological or sociological training, so I don't know if they considered that," to Castillo.
Cristobal answers Castillo first. "The one local we've talked to implied that 'others' were here and have been gone for some time. That sort of comment doesn't come out of left field, and it implies a level of understanding beyond unsupported rumors. There is a physical /roadway/ built to a landing site far, FAR more advanced than local architecture and engineering can possibly support. Sir, they already know there are things that don't add up. The cat's already out of the bag."
He pauses, and his tone shifts in a subtle, nuanced way. "Yes, Doctor. We'll take vital signs with basic equipment and log and report any symptomology, to the best of our ability. So far, nothing. But I'm not overstating it when I say the state of the alley wherre we are staying is....savage."
[Ramirez's Commbadge] Castillo nods with agreement to Tilar, acknowledging her remarks while also listening to Lieutenant Ramirez's. "The term 'others', even with that context, could describe any number of persons...especially for a planet with such a diverse body of sentient life." She inhales slowly. "I don't believe the presence of a landing pad, technologically advanced or not, is sufficient to assume a broader level of exposure to the entire population."
"And, even if exposure is present, the prime directive still applies to further exposure." She looks to Tilar. "It's restrictive, but it's a protection for their development, and for ours."
"I will present your recommendation to the Captain and Commander Worthington." She assures. "Are you ready to transmit your report?"
Cristobal says, "Of course, Lieutenant. Transmitting on the side channel now." He pauses, adding. "I should hasten to add, these views are mine, not the official away team report. Lieutenant Alue's opinion is the one you should listen to on that score. Her views may differ from mine, and her perspective is almost certainly different."
There is another pause. "I have to end this transmission, soon. There are voices down the corridor. "Doctor Tilar. I will take your advice and expertise under close advisement, and pass it along to Lieutenant Alue. If anything odd pops up, I'll contact you directly for your professional opinion."
[Ramirez's Commbadge] Tilar nods when she hears Ramirez's assurance for contact. "Thank you, Lieutenant. Please let me know immediately if either of you start feeling unwell."
[Ramirez's Commbadge] "Good hunting." Castillo wishes, looking to Tilar after doing so. She nods.
Cristobal says, "Thank you, sir. Ramirez out."
