Commander's Office <Emissary Station>
This dedicated office is large and designed to meet the needs of the officer and billet assigned to it. The carpet is an almond colour with a sand coloured trim, with the bulkheads, walls, and furniture in a subdued beige. The room is bathed in a soft glow from the overhead lighting panels, and a glossy black panel set into the bulkhead opposite the door provides access to an LCARS interface. A sizeable desk is positioned in the center of the room, with a tall backed swivel chair behind it. A display curves out of the desk with a touchpad set into the desk at its base, and on the opposite end is a tall, built-in lamp. In front of the desk are two mid-sized chairs, and two workstations are built into the bulkheads on either side of the room in small cubicles. Displayed on an interior bulkhead wall is a beautiful painting of the Bajoran countryside.


T'Shaav is just now saying, "Captain Jiemba Anewan is this sector's chief diplomatic officer. While this is at bottom an extradition request, it has created some diplomatic consequences vis-a-vis Bajor." A beat. "Yes, the prisoner is contesting the extradition request."

T'Van is standing in front of T'Shaav's desk in conversation with her. He holds himself tall and straight. "That is within his rights, of course. Has Dr. Tikar yet retained legal counsel?"

Anewan makes an entrance and he has a very serious look on his face, "Captain," he says to T'Shaav. Then with much restraint he introduces himself to T'Van, "I am Captain Anewan. Please to meet you but not under these circumstances. I have a few questions first and no, he has not retained counsel."

T'Shaav nods back to Anewan, courteous and correct, and waits for the other Vulcan to ask or say something else.

Anewan nods and says in a very tense voice, "Why was he allowed to even leave vulcan..." he clears his throat, "Captain. If this was an issue. Bajor is a Federation Planet."

T'Van's brows crease slightly. "Yes, Captain. I'm well aware that Bajor is a Federation planet. That fact has been taken into consideration when determinations were made on how to proceed in this case. And while I don't understand the connection you are attempting to make between the governmental affiliations of the planet Bajor and your question of why Dr. Tikar was allowed to leave Vulcan, I will never-the-less answer that question." He pauses to pick up his credentials from T'Shaav's desk and tuck them away, then says, "Dr. Tikar's crime was not discovered until after he departed Vulcan aboard the Bajoran frigate that came to retrieve him. Indeed the criminal act itself was carried out only moments before he boarded that vessel to return to Bajor. By the time we discovered it, he had already gone."

"Major T'Van, are you personally familiar with the scope and format of an extradition hearing under Federation law?" the Vulcan captain inquires.

Anewan considers both vulcans and says, "I don't understand why it needed to be so ..public. And I also don't understand why this cannot happen privately -after- he has had his homecoming."

"I see that I must remind you, Captain, that the legal process in criminal matters takes precedents over scheduled social or ceremonial events," T'Van says to Anewan. "Especially when, as is true in this case, inaction or delay by the arresting authority could result in harm to lives or property." He turns back to T'Shaav to answer her question next. "Yes, I am quite familiar with the scope and format of extradition hearings under Federation law. Furthermore, I am both qualified and authorized to act as Prosecutor, should such a hearing be conducted in connection with any case to which I have been assigned. Have you the facilities here aboard your station to conduct an extradition hearing?"

"We do have adequate facilities. It shall likely be a public hearing," T'Shaav says.

Anewan nods, "It must be a public hearing. If you charges are valid the population here needs to know," he adds. "I must add that the doctor things your allegations are baseless. It also must wait until he chooses counsel."

"So long as Dr. Tikar's work has been halted and his data confiscated so that it can't be used by others, we are in no particular hurry," T'Van replies. "You have, I assume, secured his equipment and data?"

Anewan snorts, "Me? Heh. No."

T'Shaav says, "My officers have secured the lab in which he was working and sealed those data."

T'Van gives a satisfied nod. "Very well then. Please see that the prisoner is granted access to legal counsel, and ask him whether he has a choice of who is to preside as adjudicator. I will remain here on the station until this matter has been resolved."

T'Shaav says, "We will arrange guest quarters for you, Major, and you will be advised of the time and location of the hearing. be prepared to present your evidence at that time."

Anewan contains his irritation, "We are missing a representative of Bajor here. We must involve a representative of Bajor which is why I mentioned that Bajor is a member of the federation."

"I quite agree. A representative of the Bajoran government should indeed be involved. The hearing would not be legitimate otherwise," T'Van says. "Involve whomever you see fit. If they are qualified to act in whatever role they are assigned, we will raise no objections."

"Will there be anything else, gentlemen?" T'Shaav inquires.

Anewan shakes his head in frustration, "Not from me Captain."

T'Van studies Anewan for a moment. "You seem... Frustrated, Captain. May I know why? All legal procedures are being followed. I have not attempted to obstruct you in any way."

Anewan turns to the Vulcan, "I am frustrated because this is a triumph for Bajor AND Vulcan," he looks at T'shaav then back to T'Van, "And no one will consider the bigger picture, much less my job."

T'Shaav replies, "a public relations triumph for Bajor if, and only if, the law was not broken in the pursuit of the work, Captain. Vulcan maintains that it was so broken. Whether they have evidence sufficient to warrant an extradition for trial is the paramount question."

"Once you have examined the evidence, I'm confident that you will understand that the gravity of the consequences of this crime are more than enough to offset your... inconvenience, Captain," T'Van says to Anewan.

Anewan stops at the door and shakes his head, "It is not only mine. We are talking sovereignty." and he leaves.

T'Van makes a Vulcan salute, then exits the office.
